Tackling Homelessness through Housing First:Lessons from Finland and Ireland Finland is the only European country, in which homelessness is decreasing. This is because of Housing First policy, which has been implemented since 2007. Housing First is built on the principle that having a permanent home makes solving health and social problems much easier. Figures show it is more cost-effective to try to end homelessness rather than manage it.
