Statistics on homelessness are important in helping to analyse and understand the issue.

Policy and legislation

Key legislation relating to homelessness in Ireland includes the Health Act, 1953 and Childcare Act, 1991, the Housing Act 1988 and most recently the Housing (Miscellaneous Provisions) Act 2009.

Facts

People can become homeless for a variety of reasons such as family breakdown, social exclusion, mental health problems, drug or alcohol misuse.

Figures

The Dublin local authority homeless services that are responsible for assessing the needs of families and placing them into emergency accommodation are managing an unprecedented demand for their services in the Dublin region. 

Funding

In 2021, a total of €148,142,145 million was spent on providing services for persons who are homeless across the Dublin Region.

PASS

The Pathway Accommodation and Support System (PASS) is an online shared system utilised by every homeless service provider and all local authorities in Ireland.

Publications and research

The publication of research is an important part of our work. We commission a wide range of research into various aspects of homelessness within the context of our Action Plans.

The Dublin Region Homeless Executive is provided by Dublin City Council as the lead statutory local authority in the response to homelessness in Dublin and adopts a shared service approach across South Dublin County Council, Fingal County Council and Dún Laoghaire-Rathdown County Council.
